Section 173 Notice: Should You Add a Cover Letter?

If you are sending a Section 173 notice, is it advisable not to send an accompanying letter to soften the blow? We aim to send 10-15 notices in the coming months and want to get it right.

Alternatively, would it be better for the landlord to visit each tenant to explain why we are selling, and would it be advisable to hand-deliver the notice, with them signing they'd received it? And should we also follow up the visit by sending the notice with proof of postage?
