Electric Car Charging in HMOs: What Landlords Can Do

Hi 

We have a landlord with an HMO, and they have some issues with the electricity costs. One of their tenants has started charging their electric car using the house supply. We can see nothing in the tenancy agreement, so I wondered if there was legal recourse short of increasing the rent. 

They are using a plug in the communal area to do this.
