Abandonment Notice and Change of Ownership

One of our clients has just sold his property, and we need to issue an RHW4 notice.

The written statement has yet to be issued as we are waiting for an electrical certificate. Is it still okay to give the RHW4 notice before issuing the statement?

One of our clients (not managed) is aware that a contract holder has abandoned his tenancy, and we would like to test the new abandonment procedure. A written statement has yet to be issued.  Do we need to serve the WS before beginning the new procedure?

Abandonment Under Occupation Contract

There is a specific procedure set out in the Renting Homes (Wales) Act 2016 ("the Act") for abandonment where no court order is required, although it’s unclear how much it will be used (see later under contract-holder’s remedies).
