Guide to RHW Forms for Landlords in Wales

The Welsh Government publishes a full suite of RHW forms for use under the Renting Homes (Wales) Act 2016.

Many of these forms are designed for community landlords or supported/introductory contracts, but private landlords may still need to understand them.

Below is a complete list of the RHW forms currently available, with a short description of each.

Full list of RHW forms (RHW1-RHW38)

RHW1 - Notice of standard contract

Community landlords use this to inform contract-holders that the occupation contract is a standard contract.

RHW2 - Notice of landlord's address

Notifies the contract-holder of the landlord's address for service of documents.

RHW3 - Change of landlord's identity and notice of new landlord's address

Used by a new landlord to notify the contract-holder of the change and provide a correspondence address.

RHW4 - Change in landlord's address

Used when the landlord's address changes.

RHW6 - Head landlord's decision to treat sub-occupation contract as a periodic standard contract

Issued by a head landlord to confirm a sub-occupation contract will become a periodic standard contract.

RHW7 - Notice to sub-holder of a possession claim against the contract-holder

Informs a sub-contract-holder that possession proceedings are being taken against the contract-holder.

RHW8 - Extended possession claim against the sub-holder

Tells a sub-contract-holder that an extended possession claim is being made because proceedings are underway against the contract-holder.

RHW12 - Notice of variation of rent

Used to notify the contract-holder of a change in rent.

RHW15 - Notice of temporary exclusion (Supported Standard Contract)

Allows a community landlord or charity to temporarily exclude the contract-holder from the dwelling.

RHW16 - Notice of termination (Periodic Standard Contract - 6-month notice)

Used to end a periodic standard contract where a six-month notice period applies.

RHW17 - Notice of termination (Periodic Standard Contract - 2-month notice)

Two-month notice version for certain periodic standard contracts. No longer used - it was only available for transitional cases.

RHW18 - Notice of termination (Introductory or Prohibited Conduct Standard Contract)

Used to end an introductory or prohibited conduct standard contract. Typically used by a community landlord.

RHW19 - Withdrawal of landlord's notice of termination

Landlord withdraws a previously issued termination notice for a periodic standard contract.

RHW20 - Possession claim for serious rent arrears (Standard Contract)

Notifies the contract-holder that a possession claim will be made due to serious rent arrears.

RHW21 - Possession claim for serious rent arrears (Introductory / Prohibited Conduct contracts)

Serious rent arrears notice for these specific contract types. Typically used by a community landlord.

RHW22 - Notice of termination (Fixed Term Standard Contract - Schedule 9B)

Ends a fixed-term standard contract that falls within Schedule 9B of the Act. Typically not used now.

RHW23 - Notice before making a possession claim (breach, estate management, failure to give up possession)

Pre-claim notice for breach of contract, estate management grounds or failing to give up possession.

RHW24 - Termination under landlord's break clause (Fixed Term - six-month notice)

For use when exercising a valid landlord's break clause requiring six months' notice.

RHW25 - Termination under landlord's break clause (Fixed Term - two-month notice)

Two-month version of the landlord's break clause termination notice. No longer used - it was only available for transitional cases.

RHW26 - Withdrawal of break-clause termination notice

Withdraws a previously issued break-clause termination notice.

RHW27 - Landlord's intention to end the occupation contract due to abandonment

Issued where the landlord believes the contract-holder has abandoned the dwelling.

RHW28 - End of occupation contract due to abandonment

Confirms that the contract has ended due to abandonment (following the RHW27 process).

RHW29 - Landlord's intention to end rights and obligations of a joint contract-holder (non-occupation)

Issued when a joint contract-holder is believed not to occupy or intend to occupy the dwelling.

RHW30 - End of rights and obligations of a joint contract-holder (non-occupation)

Confirms the rights and obligations of the joint contract-holder have ended (follows RHW29).

RHW32 - Intention to apply for an order ending a joint contract-holder's rights due to prohibited conduct

Used where a joint contract-holder is believed to have engaged in prohibited conduct under section 55.

RHW33 - Notice to other joint contract-holders - prohibited conduct application

Notifies other joint contract-holders that an application will be made to end another joint contract-holder's rights.

RHW34 - Extension of introductory period

Extends the introductory period of an introductory standard contract. Typically used by a community landlord.

RHW35 - Intention to apply for an order imposing a Prohibited Conduct Standard Contract

Informing the contract-holder that the landlord will ask the court to impose a prohibited conduct standard contract. Typically used by a community landlord.

RHW36 - End of probation period (Prohibited Conduct Standard Contract)

Tells the contract-holder that the probation period is ending. Typically used by a community landlord.

RHW37 - Extension of probation period (Prohibited Conduct Standard Contract)

Extends the probation period up to 18 months. Typically used by a community landlord.

RHW38 - Notice of termination - Fixed Term Standard Contract (Converted Contract)

Ends a converted fixed-term standard contract that does not fall within Schedule 9B. Typically, no longer used.

Summary

Although private landlords will only use a limited number of these RHW forms in practice, it is helpful to understand the full range. Some relate to introductory, supported or prohibited-conduct contracts commonly used by community landlords, but all form numbers have legal meaning within Renting Homes (Wales).
